Otherwise the command

  arduino-cli core unistall arduino:avr

will fail with:

  arduino:avr@1.6.20 is not installed

if the installed core it's an earlier version than 1.6.20

This function will be usefult for cleanup during uninstall

A lot of tools are declared with invalid semver versioning.
This RelaxedSemver patch will allow a soft transitioning to a strict
semver compliance.
