fix(net): Don't unregister events if there are interfaces still open (#9706)

* fix(net): Don't unreg events if there are netifs

Unregister IP events only if all other netifs are stopped.

* fix(eth): Delete mac and phy on end

* fix(net): Update pin naming and log levels
