[skip-changelog] Migrate tests from `test_profiles.py` to `profiles_test.go` (#1858)

* Migrate TestCompileWithProfiles from test_profiles.py to profiles_test.go

* Migrate TestBuilderDidNotCatchLibsFromUnusedPlatforms to profiles_test.go and delete test_profiles.py
